NOTICE OF PUBLIC HEARING
REGARDING
Water System Rate Increases
Wednesday August 15, 2018 at 5:00 p.m.
At the West Slope Water District Board Room

Notice is hereby given that the West Slope Water District Board of Commissioners will hold a public hearing at 3105 SW 89th Ave., Portland, Oregon on Wednesday August 15, 2018 at 5PM.
 
The purpose of the hearing is to receive public testimony regarding the rate increases listed below. 
  • Review and adoption of a 12% increase in the Water Consumption Rate beginning August 16, 2018.  The consumption rate will increase $.52 to $4.83 per CCF from the current $4.31 per CCF (a CCF is 100 cubic feet of water which is equivalent to 748 gallons.)  The effect of the increase on a customer that uses 7 CCF of water per month would be $3.64 a month or $43.68 per year. 
  • Review and adoption of a 12% increase in the Water Base (Meter) Charge beginning August 16, 2018.  The Water Base rate for a standard 3/4 or 5/8 inch meter will increase by $1.69 per month, to $15.76 per month from the current $14.07 per month.  This is equivalent to an increase of $20.28 per year.  All other meter sizes will increase proportionately. 
 
The revenue from the rate increase will be used to cover increased prices for water purchased from the City of Portland.  As per the Districtís wholesale water purchase agreement with Portland, Portlandís cost to the District is increasing primarily due to Portlandís construction costs of the Willamette River crossing pipeline, a new covered reservoir in Washington Park, a new corrosion control treatment facility, and a new water filtration treatment plant for the Bull Run water source.
 
Customers may submit written testimony to the Board of Commissioners on this matter by 2:00 p.m. on August 15, 2018 by delivering it to the West Slope Water District offices attention General Manager, or via email to customer.service@wswd.org. Written testimony will become part of the hearing record. Citizens wishing to provide oral testimony to the Board may do so at the public hearing.
 
Frequently Asked Questions About West Slope Water and Water Rates
 
  • Where does my water come from?  West Slope purchases 100% of its water supply from the City of Portland which uses Bull Run surface water year-round with additional groundwater from wells in the summer months.
 
  • If my water rates increase 12%, how much more will I be paying for water?  For example, if your monthly water bill is $35, then your bill for the same volume of water would increase by $4.20 to $39.20.  If your monthly water bill is $110, then your bill for the same volume of water would increase by $13.20 to $123.20.
 
  • Why are the water rate increases necessary?  Over the next 10 years, the cost for West Slope to purchase water from the City of Portland will dramatically increase.  To avoid passing several extremely large water rate increases to our customers, West Slope is planning a series of smaller rate increases over the next 10 years to meet the increased cost of purchasing water from the City of Portland.
 
  • Why is the cost to purchase water from Portland increasing so much?  The Portland Water Bureau is planning several construction projects to build large facilities such as a covered reservoir in Washington Park, new large water pipes to bring water under the Willamette River, a new corrosion control treatment plant, and a new water filtration plant for the Bull Run water source.  The total cost for these projects will be close to $1 billion.  All water systems like West Slope who purchase water from the Portland Water Bureau will share in paying for those construction projects through water rates.
 
  • Is the cost associated with purchasing water from the Portland Water Bureau the only reason for the water rate increase?  No, we estimate on-going District costs would create rate increases of around 5%.  The City of Portlandís cost to purchase water is increasing substantially more than 5%.

  • How can I share my thoughts and concerns about the water rate increase with the District?  Besides contacting the District (see above), you can speak to the Board of Commissioners directly during the public hearing for the water rate increase at 5 PM, Wednesday, August 15 at the District office, 3105 SW 89th Avenue, Portland.
